Bio

Rob Todd comes from a military family with American roots dating back to 1626. He is a former Councilmember for the City of Houston, the current Chairman of the Houston Tower Commission, an adjunct professor of law. He has 30 years of experience as a trial and transactional lawyer.

As Councilmember for the City of Houston, Rob Chaired the Aviation and Regulatory Affairs committees, where he oversaw airport operations for all three of Houston’s airports, promoted the Johnson Space Center’s funding in the Capital during budgeting, and successfully oversaw a slate of ordinances put through a sunset review analysis.

As current Chairman of the Tower Commission, he presides over a quasi-judicial tribunal considering variances to the cities. This commission has jurisdiction over all of Houston (646 sq miles) and its extra-territorial jurisdiction 1,754 sq miles).

As an attorney, Rob is licensed to practice law throughout Texas, and has also handled federal litigation in Wisconsin and California. He has litigated a substantial number of labor and employment matters, business agreements of all types, DTPA, regulatory, and corporate representation for shareholders going through divorces. He also handled a great deal of transactional work negotiating, drafting, and ensuring compliance in the telecommunication industry, including working on license agreements with major telecommunication providers on hundreds of sites. He has negotiated and drafted many employment agreements, such as agreements not to compete, employment contracts, and employee handbooks.

As a professor, Rob continues to teach a course on the passage of legislation at the South Texas College of Law in Houston, as he has for over 15 years. The course includes elements of election law, registration of lobbyists, Voting Rights Act, constitutional, and public corruption law. Many of his graduates have gone on to be elected to public office — a fact he is proud of.

In his spare time, Rob is a volunteer soccer coach for St. Theresa Catholic School, an avid runner and triathlete, devoted father to four, and an avid surfer, dating back to his childhood in Hawaii. He divides his time between Houston and Seattle.
